With reference to the third paragraph of the

Despatch of the 13th. of November, 1912, from His Majesty's

Minister at Peking to the Secretary of State for Foreign Affairs,

copy of which was transmitted in your Confidential Despatch of the

13th. December, 1912, I have the honour to transmit for your in-

-formation copy of an extract from a despatch addressed by His

Majesty's Consul-General at Canton to Sir John Jordan on the

subject of the imposition of Likin on the Canton-Kowloon Railway,

together with copy of the memorandum of the 3rd. of September last

therein referred to addressed to the Tutu at Canton on the same

subject.

I fear it is hopeless to expect in the near future the abolition of Likin on this Railway and I can only urge

that any opportunity that may occur of forcing the Chinese Govern-

-ment to abolish it should not be lost.
